Schemes in the Institute
a) Public Private Partnership Mode Scheme(PPP):
ITI Bhaddu /Billawar has now come under the Centrally Sponsored Scheme “Up gradation of 1396 ITIs through PPP mode Scheme” for which the Interest free loan of Rs.2.5 cr stands transferred to the IMC account in April 2011. The Institute is being developed as per the IDP prepared with the active participation of Industrialists. The new job oriented trades are being started from the coming session in this Institute. Under this Scheme Two NCVT trades viz; Electrician & Stenography have been upgraded and four new trades viz; Plumber, C&S, MMV and Hair & skin Care are to opened as new trades. Also some more short term courses and revenue generated programmes would be run in the Institute in near future
b) Normal Scheme:
Under this Scheme Only Two trades namely Welder and Mechanic Radio/TV are running in ITI Bhaddu/Billawar for which the funds are being allotted by the Govt . of Jammu & Kashmir
c) Centrally Sponsored Scheme (CSS):
Under CSS Only one trade namely Computer Operator & Programming Assistant (COPA) trade is running successfully in ITI Bhaddu/Billawar for which also the funds are being allotted by the Govt. of Jammu & Kashmir.This is the most advanced trade in this backward area opening the avenues of Information Technology for the young generation
d) Skill Developement Initiative (SDI) - Modular Employable Scheme (MES):
The skill level and educational attainment of the workforce determines the productivity as well as the ability to adapt to the changing industrial environment. Economy grows through technological push not through demand pull. Technology is changing at the blink of an eye. Now there is not only a sharp rise in competition, but also a significant shift in the expectation of all the stake holders namely, industries, governments, public, professional service providers, trainees, employees etc. Institute shall aim to not only transfer knowledge & skill about modern technology, but also lend a tangible competitive advantage with the globalization & liberalization. Adoption of modern technology to meet the qualitative requirement is the prime necessary and these in turn depend, on the availability of trained labor force. Institute shall works with the larger objective of the organization.
Mission
a) To provide vocational training to school leavers, existing workers, ITI graduates, etc. to improve their employability by optimally utilizing the infrastructure available in Govt. private institutions and the Industry. Existing skills of the persons can also be tested and certifies under this scheme.
b) To build capacity in the area of development of competency standards, course curricula, learning material and assessment standards in the country.
c) To develop a talent pool with the competence to take on the challenges of the present & future.
d) Facilitates improvement in quality & quantity of individual contribution & provide a congenial work environment
Age limit
The minimum age limit for persons to take part in the scheme is 14 years but there is no upper age limit.
Testing and Certification
The Testing of Skill of trainees is done by the assessment bodies (Abs) indentified by the Regional Directorates of Apprenticeship Training (RDAT) Faridabad and after successfully qualifying the Skill Test ,National Proficiency Certificates(NAC) shall be issued by the NCVT valid nationally as well as internationally
Training Fee
Rs.500 per module for modules having duration upto 90 hrs
Rs.1000 per module for modules having duration upto 91to180hrs
Rs.1500 per module for modules having duration upto 181 to 270 hrs
Rs.2000 per module for modules having duration more than 270 hrs
Assessment Fee
Rs.500 per module for modules having duration up to 90 hrs
Rs.800 per module for modules having duration more than 90 hrs
Reimbursement of Training Fee
Candidates belonging to SC/ST category and women will be given relaxation of 25% in training fee. In order to motivate trainees to take the training programme seriously, training fees of all those trainees who successfully complete the training would be refunded to them.
e) Skill Development for Youths of Jammu & Kashmir ( SDYJK-8000)
This scheme is purely meant for the youths of Jammu and Kashmir who would get the training in the Vocational Training Providers (VTP) inside as well as Outside the state in the prestigious Institutions like L&T, NAC,ATIs. About 8000 youths are to be trained annually in different job orientated courses in VTPs located every nook and corner of country paving the way for the backward ,unawared students of Jammu & Kashmir to get explored in the technical field for finding jobs in industries in country as well as abroad. Out of 8000 youths 6000 are to be trained outside the state and remaining 2000 are to be trained inside the state.

The main importance of this Scheme is that all the training expenses, Boarding/Lodging facilities are born by the Government right from the place of their residence to the VTP where the candidate would get the training.
