Public Private Partnership Mode Scheme (PPP)
ITI Bhaddu / Billawar has come under the Centrally Sponsored Scheme "Upgradation of 1396 ITIs through PPP Mode Scheme", for which an interest-free loan of Rs. 2.5 Crore was transferred to the IMC account in April 2011.
The Institute is being developed as per the Institutional Development Plan (IDP), prepared with the active participation of industrialists. New job-oriented trades are being introduced under this scheme.
Under this scheme, two NCVT trades, namely Electrician and Stenography, have been upgraded. Four new trades, namely Plumber, C&S, MMV and Hair & Skin Care, were proposed to be opened as new trades.
In addition, short-term courses and revenue-generating programmes are proposed to be conducted in the Institute from time to time.
Normal Scheme
Under this scheme, two trades, namely Welder and Mechanic Radio/TV, were running in ITI Bhaddu / Billawar. The funds for these trades were allotted by the Government of Jammu & Kashmir.
Centrally Sponsored Scheme (CSS)
Under the Centrally Sponsored Scheme (CSS), the Computer Operator & Programming Assistant (COPA) trade was running successfully in ITI Bhaddu / Billawar. The funds for this trade were allotted by the Government of Jammu & Kashmir.
COPA is an advanced trade that provides young people in the region with opportunities to acquire knowledge and skills in the field of Information Technology.
Skill Development Initiative (SDI) - Modular Employable Skills (MES)
The skill level and educational attainment of the workforce determine productivity as well as the ability to adapt to the changing industrial environment.
The economy grows through technological advancement. Technology is changing rapidly, resulting in increased competition and a significant change in the expectations of all stakeholders, including industries, governments, the public, professional service providers, trainees and employees.
The Institute aims not only to transfer knowledge and skills related to modern technology but also to provide trainees with a competitive advantage in the era of globalization and liberalization.
Adoption of modern technology to meet qualitative requirements is essential and depends upon the availability of a trained workforce. The Institute shall work towards these broader objectives of skill development and employability.
Mission
- To provide vocational training to school leavers, existing workers, ITI graduates and others to improve their employability by optimally utilizing the infrastructure available in Government and private institutions and industry. Existing skills of persons can also be tested and certified under this scheme.
- To build capacity in the areas of development of competency standards, course curricula, learning material and assessment standards in the country.
- To develop a talent pool with the competence to take on the challenges of the present and future.
- To facilitate improvement in the quality and quantity of individual contribution and provide a congenial work environment.
Age Limit
The minimum age limit for persons to take part in the scheme is 14 years. However, there is no upper age limit.
Testing and Certification
The skill testing of trainees is carried out by the Assessment Bodies (ABs) identified by the Regional Directorates of Apprenticeship Training (RDAT), Faridabad.
After successfully qualifying the Skill Test, National Proficiency Certificates (NAC) are issued by the NCVT. These certificates are recognized nationally and internationally, subject to the applicable rules and recognition arrangements.
Training Fee

Rs. 500 per module for modules
having a duration of up to 90 hours.
Rs. 1,000 per module for modules having a duration of 91 to 180 hours.
Rs. 1,500 per module for modules having a duration of 181 to 270 hours.
Rs. 2,000 per module for modules having a duration of more than 270 hours.
Assessment Fee

Rs. 500 per module for modules
having a duration of up to 90 hours.
Rs. 800 per module for modules having a duration of more than 90 hours.
Reimbursement of Training Fee
Candidates belonging to SC/ST categories and women candidates will be given a relaxation of 25% in the training fee.
In order to motivate trainees to take the training programme seriously, the training fees of trainees who successfully complete the training are refunded to them, subject to the applicable scheme rules.
Skill Development for Youths of Jammu & Kashmir (SDYJK-8000)
This scheme was designed for the youth of Jammu & Kashmir, who would receive training through Vocational Training Providers (VTPs) inside as well as outside the State in reputed institutions such as L&T, NAC and ATIs.
About 8,000 youths were proposed to be trained annually in different job-oriented courses through VTPs located across the country. The objective was to provide youth from Jammu & Kashmir, particularly those from economically and educationally disadvantaged backgrounds, with opportunities to acquire technical skills and improve their employment prospects in India and abroad.
Out of the proposed 8,000 trainees, 6,000 were to be trained outside the State and the remaining 2,000 inside the State.
The main importance of this scheme was that the Government was to bear the training expenses as well as boarding and lodging facilities, from the candidate's place of residence to the Vocational Training Provider where the candidate received training, subject to the applicable scheme guidelines.
